R12's Investor's Assistance Network Assembly/BPLS Year-End Assessment Cum Planning Workshop held

General Santos City - Region 12 Investor's Assistance Network's Business Registration Licensing Group held its IAN Assembly BPLS Year-End Assessment cum Planning Workshop last December 12-13, 2011 at the Sarangani Highlands Hotel & Restaurant in Tambler General Santos City.

DAY 1 began with a Briefing on BPLS Initiatives and Plans of LGU-GSC & Tour of GSC Facility held in the GSC Hall Conference room. Vice Mayor Shirlene Bañas in lieu of City Mayor Darlene Antonino Custodio, CEMCDO Head, Ms. Meriam Buguis and GSC BPLO Geraldine Zamora conducted the briefing.

Said activity was followed by an opening ceremony held in Sarangani Highlands. DTI 12 Assistant Regional Director Dorecita T. Delima gave her welcome remarks and stressed the importance of streamlining of business processes to encourage more investors in the region.

Although not able to attend the activity, Congressman Pedro B. Acharon Jr. of the 1st District of South Cotabato sent in his behalf the chairperson of the Trade & Industry Committee of GSC's Sangguniang Panlungsod, Councilor Beth Bagonoc who reiterated Congressman Acharon's appreciation of the effort of DTI, DILG and IAN to fast track the streamlining of business proccessing  in the region.

Plenary focused on BPLS Computerization Project followed.

Philippine Business Registry Provincial Director Ernani M. Dionisio gave the participants an update of the status of PBR in the country and explained that there already many LGUs in Luzon that are currently connected to PBR. He further shared that Securities and Exchange Commission's database/system is now being shared with PBR and the target is to connect the systems of PAG-IBIG, SSS and BIR early next year. PD Dionisio further encouraged the Business Permit Licensing Officers (BPLOs) to write the office of the PBR to re-affirm their commitment to connect with PBR. The first ones to write will also be the first to be assessed in terms of readiness for connectivity.

Ms. Eloisa San Mateo, Project Officer of the National Computer Center discussed NCC's Computerization Program and mentioned that currently NCC is giving out a system to LGUs for free. Said system is currently being implemented by Pres. Roxas of Cotabato Province and is being evaluated by the City of Tacurong in Sultan Kudarat and Kabacan in Cotabato. Ms. San Mateo further said that NCC is currently enhancing/developing same system into a higher level  which allows cloud computing. Guidelines for the use of  the  improved  system will be released on Dec. 15, 2011. She further explained that NCC is willing to conduct Users' Training to those interested LGUs and that local training can be availed provided that  there are at least  10 LGUs who will attend the training.

Meanwhile, Mr. Erbi B. Feranco, Chief Programmer of Wolfire Software gave a demonstration on his Business Permit Management System which his company offers for a certain price but will guarantee speedy processing of business permits even without the use of an internet. He mentioned that his software has key features like Data Entry and Maintenance Support, One Window Search, Process, Print for Billing Connections, Fix and Secure Computation of Business Tax, Business Tax Assessors Module, Collection Module and Advanced Query Module and Security .

Workshop and One-on-One Consultations on Computerization Program, Review of 2011 Accomplishments vis-a-vis Targets, Direction Setting for 2012 and Action Planning then followed late in the afternoon.

Day 2 is a continuation of workshop and presentation of action plans.

Investor's Assistance Network 12 is composed of  National Government Agencies and Local Government Units involved in the Registration of Businesses. IAN is tasked  to come up with an integrated investment promo plan for the region, facilitate conduct of regional investment promo-related activities, facilitate investments of local and foreign investors, assist in providing data to support updated investment-related information and discuss investment-related issues and concerns for proper resolution.

IPP Orientation held in GenSan last October

General Santos City - An Orientation on the 2011 Investment Priorities Plan (IPP) was held last October 7, 2011at the function room of Sydney Hotel in this city. Said event was  attended by over 200 participants composed of Investment Officers of Local Government Units, National Agencies, DTI Provincial Directors, Officers of Business Organizations like Chamber of Commerce and private sectors both from Region 12 and Region 11.

With a theme : "A New Day for Investment: Coherent, Consistent & Creative", the event was conducted to ensure the immediate and widespred awareness of the 2011 IPP, which feature the inclusion of the private-public partnerships (PPP) projects to tap the private sector in the improvement of the country's infrastructure system.

Said activity was part of the nation-wide orientation and investment counselling held by the Board of Investments, an attached agency of the Department of Trade and Industry which is the lead agency responsible for the promotion of investments inthe country.

Mayor Darlene Magnolia Antonino Custodio gave the welcome remarks and emphasized the role of businessmen in propelling the country's economy into greater heights. She then stressed that the activity was very timely in that it shows that the the welfare of the local business sector as  a huge source of the country's investment, are being looked into by the government.

After her talk, a presentation of the 2011 Invesment Priorities Plan was conducted by the BOI Team from Manila, followed by an Open Forum and Investment Counselling.

SMILE BUSINESS MATCHING ON SME CARAVAN 2011

Alabel, Sarangani Province - NERBAC 12, in line with DTI 12's Supplies Management thru Investment for Large Enterprises (SMILE) Program, spearheaded the Business Matching-Break Out Session in the afternoon of July 27,  during the conduct of SME Caravan 2011.

This Business Matching-Break Out Session, thru an exhibit and presentation, featured big companies' raw material requirements  that could be supplied locally by interested parties as well as some  waste materials  that could be processed by interested MSMEs  into new products.

Fifteen Companies participated in the said event namely: Alliance Select Foods International, Inc, Big Glory Bay Salmon & Seafoods, Inc., General Tuna Corporation, Cargill Oil Philippines, Celebes Canning Corp, Ocean Canning Corp., Philbest Canning Corporation, RDEX Foods International Inc, San Miguel Foods Inc, Trully Natural Food Corporation, MD Agri Ventures, Gensan Feed Manufacturing, Progressive Farm, Patwood Inc./Phela Resources, Magungaya Center for PALMA Inc, BIOSEED Research Philippines, Mommy Gina Tuna Resources.

A  total of 117 products  were identified for business matching, 110 of which are raw materials which the companies are trying to look for suppliers. These Raw Materials are:  Vegetables: cassava, carrots, and bell pepper; Fruits: mango, pineapple and guyabano ; Food additives: vinegar, salt, sunflower oil, and vegetable broth.; Factory supplies: T-shirts, sacks, liquid soap and Lab gowns; Packaging materials: corrugated boxes, labels/stickers, wooden pallets and sacks, and Advertising materials: ads & printing services and tin sheet signages.On the other hand, there were companies that identified 7 waste materials for sale such as wood scraps/sticks, fruit crates, ash, PE Plastic, corrugated boxes, pangasius and dried corn husks. Said waste materials can still be recycled or utilized into new products such as miniature cabinets, lampshades (wood scraps/sticks, fruit crates), fertilizer (ash), bags (PE Plastic), gift or chick boxes (corrogated boxes) and handicraft items e.g. dolls, flowers (corn husks). Pangasius, a kind of catfish, is also sold fresh which can be processed into value-added products such as siomai, fish balls, burger and etc.

Said business matching resulted to a total of 25 business inquiries on the specific requirements of companies coming from interested farmer growers, MSMEs and LGUs.

UNDERSTANDING THE SMILE PROGRAM

The SMILE program (Supply Management thru investments for Large Enterprises) supports the DTI's thrust to entice the entry of more investors and to generate domestic sales of goods and services for MSMEs in the region.  It takes advantage of the presence of the medium and large enterprises and encourages them to consider sourcing out their material requirements from their host communities or from areas within its sphere of influence.  The said program is seen to boost up the companies' corporate social responsibility programs and strengthen their thrust to be environmentally and socially responsible in conducting their businesses.

The program allows matching the demand of large companies with local supplier and proactively identifies business opportunities for investments if none of such products are locally available. DTI in turn facilitates business development by providing assistance in product development/improvement, productivity enhancement and access to financial support, among others.  DTI will also initiate the conduct of business matching to encourage investments on the opportunities brought by the partnership.

The program targets to:

Increase exports. Assist large enterprises increase its market share and encourage business expansion by matching their requirements to the products/services of MSMEs, thus achieve efficiency in the supply and demand chain;

Generate Investments. Encourage would-be/existing entrepreneurs to invest in viable projects with guaranteed local market;

Strengthen the domestic market. Provide appropriate business development services to MSMEs to enable them to meet the demand required by the large companies; and

Create social entrepreneurs. Make available opportunities for a new breed of MSMEs who can exclusively tag as social entrepreneurs.
