DTI-NERBAC 12 Collects Project Profiles & Conducts Investment Road Shows

The Department of Trade and Industry National Economic Research and Business Assistance Center 12 conducted 5 Investment Roadshows in 5 Provinces and 1 Key City in  the Region last March 21,22,23 ,April 2 and 3 respectively.

Said activities were attended by Local Economic and Investment Promo Officers of different LGUs and PGOs as well as Private Sector Representatives who were given updates on the accomplishments of the NERBAC for 2011 and at the same time, were informed of the upcoming NERBAC activities for 2012.

Said activities primarily aimed to encourage submission of project profiles of big ticket projects in preparation for an upcoming investment mission in Manila on June and October of this year. It can be noted that in 2011, NERBAC also collected Project Profiles which were packaged into a booklet and presented to different investors during various business matching activities last year. However, most of the comments reflected that bigger projects are preferred by investors such as those involving explorations and research on oil depots as well as renewable energy sources. LGUs and Private Sectors alike are encouraged to submit project profiles to NERBAC on or before April 15 of this year. In preparation for Project Profile Compilation,  the participants were given by BOI a background on the Investment Priorities Plan  of the government for 2011 as well as some tips on identifying big ticket projects.

As mentioned during the Road Show, activities for  this year's investment mission will still include an Investment Forum, however, more pre-arranged visits to targeted  companies will be conducted as this has been proven more  effective in the previous year.  As a matter of fact, when NERBAC conducted a pre-arranged visit in Manila last year,  establishment of a recruitment center of a major BPO company in General Santos City named Sutherland Global Services was realized.

Data gathering Activities prior to the Investment Mission also need to be conducted by the office in order to come up with promo collaterals about the region. In order to realize this, the participants were given a lecture on the Use of Google Applications as a Tool for Information Sharing. Participants were asked to create accounts in Gmail so as to be given access to spread sheets, documents and presentation materials used in the activity.  Google application has been proven useful to some institutions including DTI 12,  in planning and monitoring accomplishments, which can also be applicable to businesses and other organizations. It allows file sharing and input of information to one file by a group of people all at the same time. It also allows monitoring of inputted data in real time. Finally, RoadShow participants were briefed of the various programs of DTI specifically that of NERBAC's Supplies Management thru Investments for Large Enterprise or SMILE, which actually links supply requirements of big companies to potential suppliers, following the Big Brother Concept. Parts of last year’s activities are visitation to big companies in order to conduct interviews about the material requirements that they were sourcing outside the region which could possibly be sourced out locally, if given the opportunity. R12 BPLS NEARS 100% COMPLIANCE TO COMPONENT 1

The Department of Trade and Industry National Economic Research & Business Assistance Center 12 (DTI NERBAC 12) reported an almost 100% compliance by majority of the region’s local government units (LGUs) to the Business Permits and Licensing System (BPLS) standards.          

BPLS aims to streamline the country’s business permits and licensing system to as many LGUs as possible, with minimum standards set at the following: (1) limiting to 10 days the processing time of LGUs in the issuance of business permits and licenses; (2) using a unified form for new applications and renewals; and, (3) limiting the number of steps in processing applications for new and renewals.

As of February 10, 2012, a total of 46 LGUs, or roughly 92% of the 50 LGUs in Region 12 are found to be already compliant with the mandatory standards set forth under Component 1, or Process Re-engineering of the BPLS. Said component has set the standards in the following areas of concern: reduction in the number of steps, processing time and signatories, as well as the use of the Unified Form.

For the province of Sultan Kudarat, a BPLS compliance record of 100%, or 12 out of 12 LGUs was recorded. This include: Bagumbayan, Columbio, Esperanza, Kalamansig, Lambayong, Lebak, Lutayan, Palimbang, Pres. Quirino, Sen. Ninoy Aquino, Isulan (pilot LGU), and Tacurong (pilot LGU).

For Sarangani Province, 7 out of 7 LGUs are BPLS-compliant, translating to a 100% compliance rate, to include: Alabel, Glan (pilot LGU), Kiamba, Maasim, Maitum, Malapatan, and Malungon.

The two (2) chartered cities in R12, namely: General Santos and Cotabato, are likewise 100% compliant.

For the province of South Cotabato, a compliance rate of 91%, or 10 out of 11 LGUs, was established, and this includes: Banga, Lake Sebu, Polomolok, Sto. Nino, Surallah, Tampakan, Tantangan, Tboli, Tupi, and Koronadal City (pilot LGU).

The province of North Cotabato on the other hand, has a compliance rate of 83.33%, or a total of 15 out of 18 LGUs, as follows: Alamada, Aleosan, Arakan, Banisilan, Kabacan, Kidapawan City (pilot LGU), Libungan, Magpet, Makilala, Matalam, Midsayap, Mlang, Pigcawayan, Pres. Roxas, and Tulunan.

The high compliance rate to BPLS standards are attributed to the joint efforts of DTI 12 and DILG 12, which undertook series of activities, such as advocacy/roadshows, to secure the support of the League of Municipalities in the Provinces, and the 50 LGUs in the region. BPLS self-assessment workshops were likewise conducted to assess the existing BPLS of LGUs vis-à-vis standards, come up with reform strategies, as well as the coaching of LGUs. Memoranda of Agreement on BPLS implementation were likewise signed between DTI 12, DILG 12, and the 25 LGUs in the region, to secure the commitment of all parties in the implementation of the BPLS reforms.

DTI 12 CONDUCTS REGIONWIDE NERBAC ASSEMBLY

The Department of Trade and Industry National Economic Research & Business Assistance Center (DTI NERBAC 12) will conduct this year’s NERBAC 12 Assembly on March 02, 2012 from 9:00AM to 5:00PM at the 2/F Conference Room, DTI General Santos City Field Office, RA Bldg., South Osmena St., General Santos City.

Said meeting will convene all the NERBAC point-persons in Region 12, specifically the Business Permits and Licensing System (BPLS) Officers, as well as the Investment Promotion Officers (IPOs) of the different DTI Provincial Offices.

NERBAC was created through Republic Act 7470, also known as the National Economic Research and Business Assistance Center of the Philippines Act of 1992. The NERBAC is a facility that provides prospective entrepreneurs/investors with basic information on various business options that are open to them, as well as serves as a one-stop action center which facilitates the processing of documentary requirements necessary for the establishment of a business enterprise in the country. Investment promotion being one of DTI’s mandates, NERBAC 12 also spearheads all investment activities for the region.

BPLS on the other hand aims to streamline the country’s business permits and licensing system to as many LGUs as possible, with minimum standards set at the following: (1) limiting to 10 days (for new) and 5 days (for renewal) the processing time of LGUs in the issuance of business permits and licenses; (2) using a unified form for new applications and renewals; (3) limiting the number of steps in processing applications; and (4) limiting the number of signatories.

The NERBAC Assembly will have the following as agenda:  (1) Review of Provincial NERBAC Operations and BPLS Implementation; (2) Presentation of 2012 Regional and Provincial NERBAC and BPLS Workplan & Target; (3) Harmonization of Regional and Provincial NERBAC and BPLS Activities; (4) Discussion of Operational Issues and Concerns and Assistance Needed from NERBAC 12; (5) SMILE Program Opportunities and Assistance Requested from FOs; and, (6) Knowledge Management Project Brief Preparation (FOs).
